What are the criteria for distinguishing between H-15 and H-20? Are these state or federal criteria ?

Thank you for your question regarding H-15 vs H-20 cattle guards. H-15 cattle guards are rated to support at least 12 tons per axle and H-20 cattle guards are rated to support at least 16 tons per axle. These guidelines are set by American Association of State Highway and Transportation Officials (AASHTO).
